greedo Anti-run software

I used to have this handy little program but lost it on a reinstall and can't remember the name of it. Whenever a program (such as window washer) tried to insert itself into your startup, it would have a little window come up saying - "The program XYZ has registered itself to run at system startup. Do you wish to allow this change?" This beats having to go into msconfig-startup all the time to find out what programs are running that you don't even know about. Anyone heard of this little device? Thanks
