installing ME / XP

If i were to do a clean install of windows ME, and then install an XP upgrade.. resulting the same thing as a clean install of XP?

or, i think it may be possible to install XP as a clean install (using the upgrade CD) providing the windows ME cd is used for verification

is this right?

Both ways would work but the second would be the best.
