Hour glass blinking on and off

Didn't know where to put this. This is on an office computer that I use. It seems that the little hour glass appears next to the arrow cursor for about a second, every five seconds, as if the computer is in the process of doing something. Has anyone seen this before. Many people use this computer so I am thinking that either some spyware may be causing this, or possibly a monitoring program that my job has placed on the computer. Any ideas?
