All you wanna know about Java (nope, not that island in Malaysia):

http://wwws.sun.com/software/learnabout/java/

You can also download the JVM from there. Yes, you need it if you want to be able to browse some sites or do some things in the Internet.

games.yahoo.com for example uses Java, you won't be able to play the games there without the Java virtual machine.

MS Java is outdated and broken, and some sites may not work with it.

Java virtual machine runs only when there is a Java applet in the page, and it won't slow normal browsing.

in my personal experience, i have had applets which worked with the windows version, and not the Sun.
it probably was the case that it was out-dated java or whatever, but theres still a lot of that around on the internet and i'd say most newly made sites didn't use java much (other than games..although even there flash useage is increasing)
