Question program to lock up options

i am looking for a program that will lock up some options like getting into my computer, the start button and taskbar, all of the 'f' keys, and the windows key. pretty much a program that will help secure a computer up so that no changes can be made. it needs to work on windows 98/98se and xp pro. thanks in advance

well, this is for a school, and we don't want kids to be able to use those specific things, but they still need the computer for internet research and typing. thanks, tho
