Would it be Possible...
...to put a complete operating system, says Windows 3.1, or Windows 95, onto a CD, and then be able to run it off of the CDROM like you would run a Linux distro off of CD, (Knoppix for example.)?

I've seen discussions on other sites where people have done it.
I have the 6.22 DOS and W98SE DOS bootable , courtesy of NERO. Needed both to resolve issues with some IBM that won't put the floppy in the boot order. |

So, would it be possible to install Windows 98 and Nero on a CD. Format it, so that you can use the CD, like a floppy disk. Then install additional programs to the CD, just like a hard drive?

I don't think you can go that far. UDF does have its limitations.
