Would it be Possible...

...to put a complete operating system, says Windows 3.1, or Windows 95, onto a CD, and then be able to run it off of the CDROM like you would run a Linux distro off of CD, (Knoppix for example.)?

I've seen discussions on other sites where people have done it.
I have the 6.22 DOS and W98SE DOS bootable , courtesy of NERO. Needed both to resolve issues with some IBM that won't put the floppy in the boot order.

So, would it be possible to install Windows 98 and Nero on a CD. Format it, so that you can use the CD, like a floppy disk. Then install additional programs to the CD, just like a hard drive?

I don't think you can go that far. UDF does have its limitations.
