730 MB ? Aren't they 800 MB discs ?

Anyway, what you need to do is to enable overburn, then you will be able to burn past the 700 MB "limit" on discs that have more.

Yup
It should also say that because you're so close to the limit of the CD-R's capacity that you'll need to finalise the CD. This just means that you can't burn anything further onto it, but is a good sign it's working properly

You always need to finalise the CD, not only with the CDs larger than 700 MB.
