There is no dos mode since XP is built on NT not DOS, if you put the XP install cd in the cd drive (change the boot order in BIOS so the CD-Rom is higher than the hard drive) and follow the instructions.

That's not the easy way to do it.
Boot from the Windows 98 CD, run fdisk and create your Windows 98 partition. Format it and install Windows 98.
Then boot from the XP CD, create the second partition, format it, and install XP. XP will see that there is Windows 98 and you will be able to choose which OS to boot into when starting your computer.

Your best bet is to boot with the win9x cd and use fdisk to delete ntfs partitions then create two or more paritions. I say two becuase XP recommends that you install the OS on its own partition. Install win9x first then install winxp. You might want to install winxp with fat32 so the win9x machine will be able to see the partition that winxp is installed on.

dont format the HDD

i thought you had to format to make new partitions?
this fdisk...what is that exactly. is it a dos command or software? or short for floppy disk?

No, it's the other way. You can only format a partition. So no partition, no format.

FDISK is the partition program of MS-DOS. You find it on the Windows 98 CD.

So first install Windows 98. To do that, you need to boot from the Windows 98 CD, run FDISK to partition it. You need at least 2 partitions, one for Win98, the other for XP. But you only need to create the partition for Windows 98. Then format it and install Windows 98.

Once you've done it, boot from the Windows XP CD and create your Windows XP partition, format it, and install Windows XP.

I would leave 15-20 Gigs for XP.
