What is DVD decoder?

what is DVD decoder, what does it used for. where can i download DVD decoder. Doew Window Media Player has dvd decoder and does real one play also has dvd decoder

It's a piece of code to decode MPEG-2 videos. MPEG-2 is a compression that is used for DVDs, and in order to play back a DVD the MPEG-2 must be decoded.
Every DVD playback software has decoding capabilities.

Windows Media Player does not. .. it plays DVDs when a 3rd party DVD playback software is installed.

Or you could just install a MPEG-2 codec (that's a coder and decoder together), then every of your player will play it back.
Dunno of any free MPEG-2 codec, though.

If you want to, you can get PowerDVD for a few USD from mWave, with purchase of hardware - PowerDVD can decode DVDs into computer readable format (ie. on your screen).

videohelp.com has links to the homepages of lots of useful video utilities, many of them free. The DVD decoder I use is DVD Decryptor, which is free, and can be found on that site.

DVD Decryptor is a dvd ripper, not a dvd decoder.
