Question PC Card Problem

I am not sure if this is the right spot to post this, I hope it is.
I own an older Dell Inspiron 7000 Laptop but I never used it to go online it was always used for spread sheets and such. I installed a PC card in it that I got from a friend and windows ME seems to find it and all drivers were the most current from 3COM. In the device manager its detected and is operating normaly however everytime I try to connect online it dials then 5 seconds later it disconnects. I have checked all the settings in the Internet Options but I can't seem to get it to work.
Can anyone here help me out with this problem please?
The modem is a 3com 3CP003056 PC card that has a thingy that you pull out where the telephone line attaches. It is a V90 56k Modem. The 3com website was not helpful at all.

Does the card work properly in a different notebook?

I dont have another Laptop but I will take it to work with me tomorrow and try it on one of my buddies Laptops then I will let you know, thanks for responding.

My buddy's computer at work has XP on it for an OS and it wont recognize the drivers for the stupid card. On the USRobotics driver web page it only offers windows 2000 or windows 95 drivers for this card. Should I just buy a new card?

XP should have a native driver for that card - if it doesn't work, I'd say that there is a problem with the card itself.
