Error Loading OS

I have a good laptop that won't start up. It gets past the screen where it gives you the hardware spec but then goes into a black screen with the message "Error loading Operating System".
I have a windows 2000 cd in the drive but I can't get it to start up from that. I can't change boot order either since I don't know the password to get in and make changes.
Someone told me in the past that I needed to reset the BIOS but I didn't since I was worried that I would break something. Since now the laptop is going to the bin if I can't fix it I am going to have a go.
Can anyone give me a hint as to what I need to do to reset this? It is a Mesh laptop.

Most times when you get your error, that's a good sign that the hard drive is bad.

What kind of computer is it? do you have the manual to the motherboard? you can clear your CMOS and then try to get into bios after that.
