Takes a long time to open IE and OE with network cable connected

My friend's laptop has this problem where IE & OE takes a LONG TIME to open (sometimes never) when a network cable is connected. When I pull the cable out, the application opens straightaway. If I waited long enough for IE (like maybe 10mins) to open, I can get on the internet.

Its a Fujistu C series bought from someone with XP Pro.
I tried Winsockfix but it did not solve the problem. There is no virus or trojans as far as I can tell (using AVG and hijackthis) so I don't know what else to do.

No wireless is in use.
