inspiron 4150 running at half speed
I have a dell inspiron 4150 that is 2 ghz. But under all conditions it only runs at 717mhz even under a full load, I even disabled speedstep under the bios and tried plugging it in and every but nothing seems to work.

Motherboard Monitor and I can just tell it is running extremely slow for a 2 ghz machine, and when I scroll down it takes forever and does it frame by frame
