may be in wrong spot

At work I was asked if i could make a PC that ppl would be restricted to one program.
I guess so???
Its for security gate officers. I think that there has to be something better then a PC used as a Rolodex. Some new note pad etc....
WE want these ppl to have access to all 178 residents, which will have info on who can just come right in (friends and relatives etc...) , who has to be called in first, deliveries ETC,,,

What would be most efficient?

I don't see why a Palm Pilot couldn't do that.
