Amd Turion 64 issues

My buddy has a laptop about a year old with an AMD Turion 64 processor. It will stay clocked at 800mhz even if you open up a game like cs source. I have used cpu z to check it and it does stay at 800mhz. If it is the cool n quiet technology I have tried turning off all the power management options like some people say to, to turn it off. It still does the same thing. If it is the cool n quiet is there any other way to turn it off? If it isn't does anyone know what it could be and how to fix it? Thanks in advance for any help

WHat speed is this Turion 64 supposed to be running at? My core duo runs at 1000mhz when idle, but when i put load on the system it rises to 1666mhz. The acer software that came with the laptop has power options that can force the cpu to run permanetly at 1000mhz. See if he has similar software installed and what speed its supposed to be if he doesn't

What brand of laptop is it? It could be either a setting in the manufacturer-specific power management app, or that the hardware profile in the OS power options dialog is wrong. It's also conceivable that there is a patch you can apply to fix the problem; I used a similar patch on a machine a few months ago, but it was for Intel.
