dell power off problem

I recently purchased a dell latitude c640 running winxp pro to use as a desktop replacement. I have set it to go in to suspend after 15 minutes, it will do this numerous times during the day when i am away from my computer. When i want to power it down at end of day it will not power off. The screen goes dim for a few seconds than back to normal. I have watched the task bar during this time and it is ending most of the apps that are running. When i open the end programs screen it shows no programs running, but nothing i do will power it down normally. i have to just hold the power button for 30 t0 40 seconds to shut it off.
My Question: is this caused buy a setting i have missed, or is it a known glitch with winxp, or is it a problem with the laptop??
I have also noticed that some times after the suspend cycle when i try to go online i get an error saying page can"t be found, which corrects itself when i restart windows. Don't know if there is any commonality betwen the two.
Anybody have any hints or ideas on how to correct.
