Dell Xps 1530, heat problem?

My dell Xps 1530 notebook runs pretty hot when I play some games like CS Source, and the idle is pretty high up there also in temps. The idle for my video card is usually 60C+, and when i play source its like around 75-80C. My CPU is 55 at idle and around 75C during gaming, are these temps high? And Can I download a fan control program to make the fans go faster? Also I am thinking about getting a laptop cooling device for as cheap as possible, any recommendations?

I'm not sure what the normal temps are, but there is a know manufacturing flaw with the video card that comes with that laptop, which is heat-related.

Dell offers a BIOS update, but all that does is keep the fan running full-time.

Which hopefully (on Dells part) extends the time when the fault occurs to when the notebook is out of warranty, so the end user has to foot the bill for motherboard replacement.
