PDS or Cell phone? T Mobile Hot Spot

I want to purchase a new phone or a PDA for cell and combined usage. Here are my requriements:

SIM card is required
It has to be unlocked, or unlockable
It has to be usable on T Mobile's HOT SPOT network (Free calls from any WiFi HotSpot)
Quad Band s a preference, not a requirement

Any web sites which are built for cell phone and PDA forums?

Yes, thanks. I looked at this one today in the T Mobile location, but it is unlockable only if one purchases it from T Mobile, uses it on their network for a period of time on their network, sings up for a long term contract, etc, etc, ad nauseum.

I think that's the only way you will get to use T-Moblie hotspot.

Sounds like you just want an unlocked smartphone.

Yes, it will be a smart phone, but it must be a very, very, specific one. There are plenty of smartphones which are not compatible with those WiFi features.
