Gateway Notebook won't turn on

I have a gateway 400vtx notebook that won't turn on. It is completely charged up to best of my knowledge. The charger has a green light on the adapter part and the notebook has the orange light on the front of it telling me that it seems to be working. I also did use a paperclip on the bottom to the reset switch seeing if that would do something.

If you unplug the ac adaptor will it boot off the battery?

No it won't when I unplug it from ac power

This usually changes to blue or green when it is ready, does it boot up with the battery removed and the AC adapter plugged in?

No it isn't under warranty cause that it why I'm looking for help. I did remove the battery and try turning it on w/o it but nothing worked. I think it might be bad.

Do you have access to and do you know how to use a multimeter?
Can you test for voltage at the AC adapter plug that plugs into the laptop itself? This is not an indication of amperage (power) being produced by the power supply but at least it will confirm whether or not you have a break in the cable.
