too long a webpage. Wonder how the create same link page

I have been given a task of preparing a website for the National Budget for our country. But the problem is i have to maintain the same format and i feel its too long for a reader to be scrolling down.
I was wondering if anyone can tell me how those same page links work.

Are all those return lines really necessary?

On return lines what do you mean ? is it the spaces in between statements. If its that then its because i have to keep it looking like the original as much as possible.
If you can advise a way of shrinking the page propotionally then it will be a real great thing. I am using the dreamweaver package.
On my original question if you click to view budget you see that its long what i wanted was the table of contents to have those statements clickable.

I would advise in this case to make to paginate the document that you have and make the table of contents clickable to each page. If you did that you could eliminate the word document as well.

I have just finished redoing it check it out to see the pagination i have done. And the download link seems not to be working the way i wanted it to, coz instead of downloading its just opening. Any thing i aint doin right you can think of.
