php questions

if i own a web address eg. google.com can i allow people to set up php accounts such as me@google.com and send email if i knew how to program php?

can i use php to check size of email, send email and edit email.

can i only allow account users to send email to other account users with @google addresses?

thanks, im new to php and have basic experience.
