Yes, you can use PHP/MySQL to create such a system, it's been done, check out Horde for example.

A webmail system is basically a database and a front-end connection to it, so any database program could be used, including MySQL, along with any language like PHP to access it.

if i could do this could i also make a system that allows users to get an @google address and then send emails only to other @google.com addresses?
