How much does he want to pay? Is this for a business or not? Does he want to host pages on his own server or not? What kind of website is this going to be?

There is literally a ton of options out there, anywhere from limited free websites you can set up in a few minutes to paying hundreds or thousands of dollars for professional design and hosting.

He's going to have to put together several lists: a list of needs (what the website has to have), a list of wants (what he would like to have), and some idea of what he is willing to pay. Then you can begin to narrow down your options.

Well thats part of what i am trying to found out.i want to have enough info on
the possibilities to present him with all the options. so lets leave the cost question for the time being.

What are the differences?if he hosts pages that probably means buying a server but what else does it entail?

If he hosts his own pages, he will not only need a server (it can be any old computer, really), but he will also need a high-speed business connection from his ISP. You generally cannot host websites with residential DSL or cable service.

The type of website is simply what he wants to do? Commerce? Pictures? Blog? News? Sports? A forum like this one? You need content before you get a website!
