Help with webpage

Ok here it goes, My friend and I are starting an online business and are currently developing the web page to promote our product. Please do not ask what it is for the sake of our privacy and credit at the moment. With all of the state regulations we need to follow and copywrights we want to make sure we get this site down good. Anyway, we need someway of writing a code to have an upload link on our website where people will send their pictures to us. E-mail is so inefficient and seems to me that upload forms are the best. If anyone has any suggestions on providers for this "code" please let me know. We are willing to pay for one....i mean goodness, you have to support your webpage. Let me know, thanks.
