Can i place links on a webpage that will allow viewers to download files that stored on my computer and not on the server?

Not unless your computer is set up as a server too. In that case, it would be the same as linking to a file on any other web server.

I hope your ISP allows you to host w-sites. If you are running linux on your home machine that is you just need to wake-up your apache webserver
www.brennan.id.au he has some simple steps. The assumption here is that you have a static public IP address although its cool to have your own domain. If your machine is windows XP you can still download apache for windows and it will work just fine Hope i ve been o help |
