It's pretty nice. I suggest not using the blinking logo, that tends to annoy people (myself included). He may also want to move the ads to the side or fit them in better at the top. They seem kind of lonely up there.

I would suggest making the banner on your forum page and the rest of your images .GIF. Looks pretty good, but I am not a fan of blinking things either.

Refrain from using a marquee. It is less frequently used on professional websites. Also, scrolling in frames aren't very convenient to a visitor. Consider either changing the height of the main content frame or ditching frames altogether.

MrGuy123, it is not usually a good thing to take a website that you don't own and ask for a review. It would be better for your friend to ask himself. The reason is that I have seen the site owner get pretty upset when people review his site without his permission.
