First off it really doesn't cost much to have someone host your site. $5 or so a month is all it costs. Hosting your site at home can be done but it is a bit problematic. You would need to check with your ISP first to see if it violates their AUP (Acceptacle User Policy).

In addition to that, home internet service often blocks certain ports (i.e. port 25 for email).

Yes there is a way, but as mairving stated, it can be problematic. In fact, I'm actually trying to do this myself, and I'm going on two weeks without any luck. Apache is set up fine, and I can access the web server from within my little home network, but the site cannot be accessed externally. I suppose it's an issue with the router, maybe port forwarding is not set up correctly. Nevertheless, it will take quite a bit of effort to set one up.
Or you can check www.awardspace.com out. They offer free web hosting with no ads. Based on your initial post, it seems like what they offer would meet your needs. |

Remember you always get what you pay for, so when you go with free hosting don't expect too much in return. |

Not sure if the above posts answered your question, but yes, you can do that. You need to purchase a domain name, somewhere about 10USD a year or something like that (Mine is $9.95.) Then you will need to set up a server in your home and connect it to your router. When I say 'set up' - keep in mind that this can be a very complex process. Then you need to get your router to forward the appropriate traffic to the server, which supplies your page. There can also be complications with static IP from your ISP, but more likely speed.
I did the above steps and got my own website running off of my own server for a summer, but I took it down because it was not worth it. Even when a friend of mine was on the site, (just one person) my internet connection was noticeably slower, and when they downloaded a file from it, it would drop my usable bandwidth to about ten percent. I don't think this is what you want. As an aside, my internet connection is about 380Kb/s upload, and 1500Kb/s download raw. Of that, I have a usable connection of 50Kb/s up and 200Kb/s down. In otherwords, don't try it if you have a connection slower than mine. I got hosting, and I got it from Dreamhost and I am satisfied. www.dreamhost.com
