taken domain request

i searched a domain that i want on whois.
both the .ca and the .com are taken.
i can't make much sense from the info.
can someone explain to me what the information means and more specifically who is the person to contact to ask if the domain name is for sale.

i have no experience with this kind of stuff (and i'm not originally from north america).
is there a recommended approach?
is calling someone up considered rude?
is email more professional/polite?

I frankly doubt it's for sale. E-mail is recommended if you wish to pursue it, don't be offended if you get ignored or rudely brushed off.
