Change host, IP Address Change

If someone were to change their host, does that mean they have to update their domain name servers to reflect the new IP Address of the host server? If so, that requires everyone to update their DNS to view the website, correct?

Yes...you would have to change the host server IP with your domain registrar to point to the new server. The end user shouldn't have to do anything. Give the changes a few hours to take effect though.

OK, that's what we ended up doing a while back. However, some people in Singapore still point to the old server on only part of the website (e.g., they'll click a link and get a DNS error). What should I tell them?

how long ago did you change the DNS?

Keep in mind that it'll take up to 48 hours for the propagation.

I would contact your host and tell them of the problem. Most likely pushing out another record will fix the laggers.

Is there a way I can have the people who are experiencing issues run a command or something to tell them what their ISP thinks the name servers are for my domain?

Do a tracert at the command prompt.
tracert sitename.com > tracert.txt will save the trace route to a text file.

Here are the last few lines of my trace route, which I do not have any problems accessing the website:

Now, here are the last few lines of a trace route from a member who is having trouble accessing portions of the website:

It looks like it's having trouble getting from the 209.51.137.98 server to the final server (gravity.dnsprotect.com). Any ideas?

This could still mean your member is still pointing to the old website IP, which as you said, doesn't exist anymore. If you still have access to that domain/IP, you could set up a 301 redirect to the new IP...
