Is there a way I can tell what program was used to develop a website?

I'm not sure what you mean. Programs themselves don't really "generate" websites. Server Side scripts like PHP can compile pieces of a website before it is loaded, and assisting programs like Dreamweaver can make the page development process a little easier, but for the most part, all webpages are created by people.

What is it that you want to find out?

I have someone who is part of a group that has a website and the person who was keeping the website current is no longer able to do it. I was asked if there is a way to determine what software is being used; like Dreamweaver; Frontpage, etc.

In general, looking at the source code or sometimes even the website it's possible to determine the program that was used. I'd say that the source code usually offers a ton of clues of the program that was used. Some of these may be fairly obvious and sometimes, depending on the website creator, it may be very obscure. A good option is to provide the website URL and people here can provide you with the help you're looking for.

True, it is quite easy to tell Frontpage, Dreamweaver and GoLive sites by the source code.

If it was created by hand from scratch...well you probably won't find any clues.

Check in the HEAD tag to see if there is META tag for the generator. A lot of editors like to embed this into their output.

It's a fairly old and yet clean code that was generated so the site can be edited using nearly any HTML editor;
