Medieval banner in photoshop

I want to create this in Fireworks but without the words and different colors:

I tried looking up "banner" in google but just got the normal web banners for ads. Anyone know what this is called? Better yet, anyone know a good tutorial on how to make it?

Try looking for flag banners instead.

[edit]: What you could also try is tracing over the outline on another layer.

It would be pretty easy in a vector-based program like Illustrator. I think there is a freeware vector illustration program on Source Forge ... can't remember the name, don't know how good it is. I was going to evaluate it but haven't had a chance yet.
