Members area

i wish to add to a website the ability to set up members only pages that is also connected to a forum system. but i would still have full access to design. unlike CMS's where i have to work off their basic templates. to be honest ive been on and off this problem trying to figure it out for probably a few years. a "template" would be nice. like a basic log in page with the script or what ever it needs. a basic home page with log in links or forms. and a base members only page that i can work around. connected to a forum system. i dunno something like that would be magical. but i cant find anything like it. ive found some sites that really seem like overpriced basic software. i dont have any money. so buying something is out of the question. ive been here with many of my questions dealing with all parts of computers. so i figured someone could help.
