Basic HTML with 3 tables, a main container, and two tables inside that. One of those is a navigation box and then the other is a scrolling table that contains several Iframes stacked inside of separated cells.

When the page loads, it jumps half way down those between 2 of the cells with iframes in it instead of starting at the top.

Any ideas on what would cause this?

First, there are several issues that do not make your code compliant with XHTML Strict.

Use the W3C validator: http://validator.w3.org/

Or the Firefox Web Developer's toolbar validator

Fix the issues that come up and go from there. Note: you will have to start diving into CSS, since many of the html styling tags you used are no longer valid.
