Ustream Wordpress Plugin - No Permission to view Page

I'm new to this forum and I've searched and maybe I missed it but I'm having a problem with the Ustream plugin for Wordpress(2.8). I am running a Windows2003 Server with Mysql and php 5.0. It is a straightforward wordpress install. No templates, no nothing. I downloaded the Ustream plugin, unzipped it, and then copied from the folder that it was created to wp_content\plugins. It is not an upgrade. Straight out of the box install. I activate the plugin in Wordpress but then go to the options page and I receive a "you don't have enough permissions to access this page."

File and Folder permissions are at full control. I am logging in as Administrator. The database permissions are there. I have dropped the schema, recreated the schema several times. I have recreated this using another plugin to see if it works that one does. I've even tried moving the ustream files under the folder where the plugin that works is located and still same response.

Any ideas are welcomes!! Thank you.

2.8 compatibility issue

Seems that there is an issue all around for 2.8. I haven't found a fix for it yet and it looks like it's been quite sometime since the author last updated the plugin.....we may just be screwed hopefully not though....sure was a great plugin.
