Yes I need help for a change lol
Has anyone worked with those pre-made flash pages you can buy then modify? I pretty avid with html, php and perl with some knowledge of Java and CSS however I have little to no experience with flash. I have Flash CS4 Professional, I have never used it iIf I buy one of those pre-made pages like this one http://template-guide.com/preview/1552/ will I be able to just go into the code in Flash CS4 and change the picures and word content like I do with dreamweaver?

It depends on how the flash content is built.
Some content links to an external file or database and pulls content from there (like your news posts or whatnot). However, I'm not sure how the one you linked to is constructed. Like I said, it all depends on how it was built. There's few common coding practices that "everybody" uses. Basically, if it's hardcoded into the flash file, it probably isn't worth your time if you make a lot of changes. It's not as easy as working with something in dreamweaver. I generally try to discourage people from building websites in flash. Yes, they have the ooh and ahh factor, but they are a pain to change and maintain, the content is not picked up by search engines, and you will have problems with mobile devices and screen readers. Flash's place is more suited for interactive content (video/audio players, games, presentations, etc)
