Who makes good yet user friendly web design software?

I am considering purchasing some professional yet user friendly web design software. I am trying to avoid having to learn HTML. I am not interested in becoming a professional web designer, I only want software that will allow me to make minor changes to a website that someone else has already designed for me. I am willing to pay up to perhaps $200 for software that is compatible with Win7 64 bit.

I am interviewing website developers if anyone is interested.

I used Frontpage to begin with and then moved on to Dreamweaver. A lot of people trash Frontpage but as with all things it's "horses for courses"
Eventually after creating and editing my site many times I picked up a free template and just edited that to what I wanted.

Give us an idea of how you want it to look, graphics, photos or even animation. How many pages, what sort of theme? don't worry I won't steal your new business idea....

Mozilla Seamonkey is WYSIWYG and free. It's suitable for simple sites.

I'm not worried about anyone stealing the idea. It's a common business (accounting and tax services) that anyone with the right credentials and enough experience could start. My wife is the one with that. I'm going to keep interviewing website developers by email and then by phone and also look into Mozilla Seamonkey that glc just mentioned.

I used Frontpage for years, but it lacked the intelligence to update links properly and to handle relative links. After over a year of manually changing the relative links to absolute links in the web pages that were sent to me every week to upload to the site I managed, I bit the bullet and switched to Dreamweaver. Having now the best, I see no need to look into other alternatives.

Your probably not going to have any active content just information about the company. You really could do this yourself Dave.

I agree, if your site is not going to sport Flash or handle databases, a web developer is not needed, unless you are not good at design.

I just spent some time looking through Craigslist at web designers and their portfolios. Some of these websites are far beyond anything I could design, just for their artistry alone. Most of these designers are offering a website design for less than $500. I am going to take that route.

I always use dreamweaver! IMO its the most user friendly. It gives you 2 different angles on how your page will look.

Dreamweaver need some training. If you choose Microsoft frontpage is best.
