I would evaluate the degree of difficulty and intensity level of the site. Is it a very professional and thorough site or just a plain, "here's the info" kind of site? My friend and I create and manage a few web sites (they're intranets) for some local companies and we charge (on average) $2000 for 6 months. These sites have daily updates and are quite professional. We spend about 3 hours a day updating and managing these sites.

Charge as much as you can get.
How many sites you have done and what the customer can afford are the two deciding factors. If you are a beginner, then you are going to have to do it cheap to build up a portfoilio. I usually try to price a site at $25/hr when I do one. But if I am hungry enough, I might go cheaper. Sorry that I can't answer your question directly but there are too many variables to give an exact answer.
