Build an Emulation Program

I need to build an emulation program that will output a string through the serial port continuously every second until the enter key is pressed. I am thinking its probably possible to build this in notepad and use hyperterminal to send it. Or could somebody tell me how to build it C. This is for testing another piece of software on another computer.
