HELP: Windows Service to Run UT2k3 Server

I found a useful program called firedaemon lite that allowed me to create a single windows service quickly by giving it an executable and parameters. Unfortunately, the lite version only allowed you to create just that, a SINGLE windows service. Since I am running multiple servers on one machine, I would like to know how I could create my own webservices using Visual Basic.

This is the command that needs to be run:

C:\UT2003\SYSTEM\ucc.exe

I do have access to VisualStudio.NET if that makes it any easier to explain the process.
