Secure webpage on IIS

I am new to IIS and webpage design. I recently installed IIS on my XP computer. I created some test webpages using FrontPage 2000 in the directory c:\inetpub\wwwroot. Everythings seems to work fine. I was able to access the test webpages through internet.

Now I want to add secure access to the test webpages. In FrontPage 2000, I went to Tools but the "Security" feature is greyed out. I cannot set user access permissions.

Since I am the only user of the XP computer, I don't know why the "Security" feature is greyed out.

When I went to Tools -> Web Settings, the Server Version is "No server currently in use". Since I installed IIS, I thought I am using IIS as the server.

Can anyone explain how I can add security permission to my test webpages?
