Are you learning for fun, or do you want to do something with the language? How experienced are you?

If you are just learning, you can't go wrong with Java or C++. You can use both of those well into the future. That's not to say that Perl is bad or that it doesn't have useful applications, though. I am not too familiar with Perl, so I don't know if it is something I could recommend.

PHP is fun, and is also very practical.

A good free IDE is Dev-C++ by Bloodshed Software.

Visual Basic 6.0 is also a good starter program. IMHO, easier than C++ because of its GUI. You can easily make a practical Windows program with it. It takes 0 lines of coding to make a working windows form (with minimize, maximize, close buttons) in VB. How many lines does it take for C++ or Assembly (Ack!)?

Well VB is geared for business applications (db access and stuff). C++ and Assembly is a bit tougher to learn since you'll be using DOS to run your programs. But you have direct access with memory and registry especially with Assembly.
