user management and file uploading

here is what i need to do:

i need a login page which would allow a user to type in user name and password and then upon verification it would take them to a page listing which sites they have access to editing, and then allow them to enter the site. we have a school site that i would like everyone to be able to access their own page from a browser and upload from their house rather than using ftp. if anyone knows how i can go about doing this, i would really appreciate the help. i have found a login script and the upload script, but i do not know how to implement the two so that it allows access to only specific sites. thanks for your help.
