depends, what does your server support? php? asp? (phpbb runs on php, and snitz runs on asp)
and yes, if your server supports it, go for phpbb.

I'd recommend vBulletin (http://www.vbulletin.com), offers awesome security. But for a free solution, phpbb (http://www.phpbb.com) would be the best way to go, very easy to skin as well.

I'm an open scource webmaster myself. Why put out so much money when you can get such great scripts for free, and just throw the developers some cash when you have it.
