fqpissed xp - Error 1706 "TrayApp" trying to find!

A window pops up on my desktop and can not get rid of it! To log off I have to terminate the task each time, and when I log back on, still there. I have contacted HP and also Microsoft. I received instructions from HP how to correct the problem: Troubleshooting steps provided in http://support.microsoft.com/default.aspx?kbid=299803.
The Windows Installer SDK I need to download is a development program, but will not download. They also mention to add the right path name to the register. The bottom line is that Microsoft has confirmed this is a bug in Windows Installer version 1.2, and was corrected in Windows Installer version 2.0. I don't intend to continue to fix this on my own, because I don't know how. Does anyone out there know how to correct this problem without guessing? Thanks in advance for your HELP!

Sounds like some process is starting that is causing the window to appear, what processes do you have running? If v2.0 fixes the problem, then try downloading it from another computer. FYI, your link doesn't work.
