System Idle Process CPU usage?
Ok, as I look at running processes in windows everything is zero except a few that show about 2 to 5% usage. System Idle Process shows always above 90%, is that like the Unused CPU capacity? Or is something taking up that much capacity?

That's your balancing end of the scale for CPU utilization. It shows the percentage of the CPU processes that is available for use.
