drag and drop

not sure this is the right place but--long story---i installed firefox browser on w2k computer, didn't like some things so i un-installed, so when i tried to use my icons on desk top to launch programs ,any one, i get (this file does not have a program associated with it performing this action,create an association in the folder options control panel.-- i can open them from favorites but if i drag the icon to desktop i get this notice.

how do i do that?i know where the folder options is just dont know what to do with it.
