Can't open Control pannel

I was hopeing for some advice, I am working on a computer and the control panel will not open. I have tried win xp repair but did not work

the symptoms started when the he downloaded this program called lavaflow. it is supposed to be a wall paper so he thouhgt. Well now i can't uninstall the lavaflow.zip that is in the add remove. and i have tried to use norton's to uninstall it as well but no luck. i get the error "could not open the install.log" i have checked the sub folder my self, but it won't uninstall.

When i click on control panel, the error that it is trying to report is with windows explorer. and then it shuts down and a pop-up for true.com appears

this post to turn off third party something, but i am not sure how

I have that exact same problem with another program. If you get that error message on start-up, or something similar coming from the same program, you need to re-install it and then turn off the "Automatically run on start-up" in the programs properties and run msconfig to get rid of it from the start-up list. Once you've done that, you should be able to uninstall it without any issues. After that, you could see about deleting any instances of the program from the registry using regedit, but I'd wait for more posters to reply for that part.

You say that Control Panel will not open? To me, that sounds like the actions of any malware installed from the program you're trying to get rid of. Run some scans to see if anything comes up.

I have already tried to disable all programs in msconfig, but it still won't let me uninstall it. I selected diagnostic start up.

Also when i go into safe mode it the mouse and the keyboard freeze after about 2 min of use. but the computer will continue any open programs like running adaware.

Open IE and click on Tools>Internet Options>Advanced.
You will see a list of boxes with check marks in them.
Under the subsection marked browsing there should be the box you want to uncheck.
I think you'll have to restart the comp .
Hope this works .
