Windows shuts down and reboots itself in continuous startup loop

I have an older AMD K6 450-2 running windows XP with SP1 already downloaded and yesterday when I was running Stinger Antivirus scan, the computer locked up and eventually shut down. When I attempted to reboot and get back to the point I had been, the computer began a shutdown and restarting loop and I'm not able to get past this point.

Went to CMOS and adjusted cache and shadow per troubleshooting suggestion but that didn't help.

Went to BIOS and tried to boot off the windows xp cd, but that didn't help either, I get that "stop - blue screen" and can't go any futher.

What do I need to do to get this thing back up and running properly? I'm sure I'm not the first one who's had this problem.

Thanks for any help you experts can offer.

Try booting up in safe mode and then try to run the AV prog.

Hold down the shift key when windows starts up (or try going into safe mode).
Right-click the Start menu and select "Explore All Users".
Go to Programs > Startup.
Check the shortcuts for a target that looks like this: "%windir%system32shutdown.exe -r -t 00." If you find it, delete it.

This shortcut causes the system to execute the Windows shutdown process. And since it's in the Startup folder, it'll be one of the first things Windows executes when starting up.
