start/run/msconfig. Then click the start up tab. If you want to know what a paticular program does and if it's safe to unselect it check here:

I don't know about Windows ME, but with Windows 98 and XP you can go to Start -> Run and enter MSCONFIG to bring up a dialog. Go to the startup tab and uncheck anything that you don't want to automatically startup with windows.
