Windows temp folder, what is it used for?

What is the windows temp folder (not temp internet files folder) used for? It is located a C:/Windows/temp. Is it safe to delete the contents of it?

When programs run they create tempory files, and they go into the temp folder. If you use disk cleanup it will delete them for you, and I have never had a problem with deleting my temp files directly.

I did a search and it seems that it is safe to just delete everything in the folder, so I did so last night. Disk Cleanup says that it is safe to delete ones that have no been modified in over a week, but I really don’t see the harm in just dumping the whole thing out. I mean they are temporary files and no program should be using them to run.

I just do a del *.* in a command prompt. If there are programs who use some of these files, they won't be deleted anyway, while Windows Explorer might stop at the first file in use it finds...
